Summary of Position:

The Federal Policy Analyst will support the Senior Director of Federal and State Government Affairs on CCAoA’s efforts to advocate for safe, quality, and affordable child care for all families. The Federal Policy Analyst will work to increase CCAoA’s visibility in Congress and the Administration.

Position Duties and Responsibilities:

  • Represent CCAoA and promote CCAoA’s Public Policy agenda items in meetings with key stakeholders, including Congressional staff. Develop and maintain relationships with Congressional staff and federal agency staff.
  • Represent CCAoA in coalitions and work to build external partnerships with other organizations.
  • Manage the department’s tracking and analysis of federal legislation and regulations.
  • Attend and summarize key hearings, meetings, and conferences.
  • Draft letters to Congress and regulatory agencies to advance policy proposals.
  • Participate in CCAoA policy and advocacy strategy development.
  • Prepare policy updates and action alerts for CCAoA members and advocates.
  • Develop, research, and write policy analyses, fact sheets, position papers, and other resources to support CCAoA’s advocacy efforts.
  • Provide federal updates on child care policy at CCAoA conferences, and leadership and departmental meetings.
  • Work with other members of the team to build policy-related programming for CCAoA’s events, including our biennial Day on the Hill.
  • Under the guidance of the Senior Director, serve as a project manager for funded work including overseeing pass-through grants to states, developing a work plan and timeline, assigning roles, organizing technical assistance to members and other state stakeholders, providing communications support, and representing CCAoA at stakeholder meetings.
  • Performs other related duties as required and assigned.


  • Bachelor’s degree required. Advanced degree preferred.
  • Over 5 years of relevant experience in government or non-profit advocacy.
  • Prior experience working in a fast-paced, non-profit setting; working with cause related issues a plus.
  • Familiarity with policy and advocacy on early childhood education, child care, and health.
  • Knowledge of congressional and executive branch procedures, particularly the federal budget and appropriations process.
  • Ability to analyze, understand and prepare brief issue papers on complex public policy issues quickly. Ability to translate complex public policy issues to easy-to-understand formats.
  • Superior oral communications and advocacy skills and an ability to communicate effectively about CCAoA’s work.
  • Strong written communication skills, including attention to detail.
  • Ability to juggle multiple competing tasks, prioritize demands, and meet deadlines.
  • Ability to work both independently and collaboratively.

Compensation and Location:

The minimum salary for this position is $63,000, but will be commensurate with experience, and is offered along with a competitive benefits package. The position is based in Arlington, VA.
